1. The name of the tournament shall be " The Carib Beer International Rugby Sevens Tournament ".
  2. The aim of the competition is to improve the standard of rugby and the image of the game as a spectator sport.
  3. The tournament will be played under the laws of the game of Rugby Football as framed by the International Rugby Football Board but subject to the amendments below.
  4. Team Managers shall register their teams with the Tournament Umpire twenty minutes before the start of their first match in the Tournament. A maximum of eleven players may be registered.
  5. The names of the seven players and three replacements in each team must be handed to the Tournament Umpire at least six minutes before the kick-off of each game.
  6. Team officials are responsible for getting their teams onto the field by the time shown on the draw. Failure to field at least five players will result in the points for a walkover being awarded to the team which is ready to play. The Tournament Umpire is NOT allowed any discretion in this matter.
  7. If, at the end of the pool matches, the two sides have the same number of points awarded to them, the winner will be decided as follows:

    a. The team that has scored the greater number of tries; if the teams are still tied,

    b. The team that has scored the greater number of converted tries; if the teams are still tied,

    c. The team that has the largest positive difference between points and points conceded; if the teams are still tied after considering a, b, and c above, the winner will be decided by the toss of a coin.

  8. During all the finals of the Cup and the Plate competitions, in the event of a match being drawn at the end of normal time, extra time will be played until a winner is determined. Extra time will be in periods of five minutes with no interval. The side that first kicked off will do so again in the first period of extra time and subsequent kick-offs will alternate between the two sides. The team that scores first in extra time wins the match.
  9. The duration of the matches, other than the Final of the Cup and Plate competitions will be seven minutes each half with one minute interval. The duration of the two finals will be ten minute each half with a two minute interval.
  10. A team may replace up to three players because of injury per match subject to the consent of the referee. A player who has left the field other than for the treatment of a wound, and has been replaced, may not play again during the match but is eligible for subsequent games if deemed fit.
  11. Only medically trained persons, other than the players and the referee, may enter the playing area. Coaches may brief their teams at halftime from the touch line but the interval will not be extended to allow such team talks to be completed. The coach may not enter the field of play or the players leave it without the consent of the referee.
  12. A team which can field only seven or less than seven players because of injury, may borrow players or reserves from sides that played in the same competition or a lower one and have already been eliminated. A team that borrows a player must retain him as a member of their squad for the remainder of the tournament, unless he is injured.
  13. If a team elects to take a kick at goal after a try, it shall be a drop kick on a line through the place where the try was scored.
  14. When a conversion is being taken, all players of the opposing side must stand on their own 10 metre line or behind their own goal line. Failure to do so shall not prevent the conversion being taken, but an unsuccessful attempt may be retaken if the scoring team wishes to do so.
  15. Following a score, the team that scored will restart the match with a drop-kick from the halfway line.
  16. In the two finals of the Cup and the Plate competitions, all touch judges are referees appointed to assist the match official. Law 6b (6) will apply.
  17. A player sent from the field under Law 26 will not be permitted to play again during the tournament and the referee shall submit a written report through the TTRFU to the constituent body or Rugby Union of which the player's team is a member.
  18. The rules of the tournament, including their interpretation are matters solely for the Tournament Umpire.
