RULES OF THE TOURNAMENT
1. General
- The name of the tournament shall be "The CARIB BEER INTERNATIONAL RUGBY SEVENS TOURNAMENT".
- The tournament is open to all teams who have been invited by the Trinidad Enthusiasts Rugby Football Club.
- The aim of the tournament is to improve the standard of rugby and the image of the game as a spectator sport.
- The tournament will be played under the laws of the game of Rugby Football as framed by the International Rugby Football Board but subject to the amendments below.
- These rules are subject to the Tournament Umpire’s interpretation and his decisions regarding them will be final and thus not subject to appeal.
2. Player Registration
- Team managers shall register their teams with the Tournament Umpire twenty minutes before the start of their first match in the tournament. A maximum of eleven players may be registered.
- A team which can register only ten (10) or less than ten (10) players for a match because of injury may borrow players or reserves from teams that played in the same competition or a lower one and have already been eliminated. A team that borrows a player must retain him as a member of their squad for the remainder of the tournament, unless he is injured.
3. Conduct of Matches
- The names of the seven players who will begin each match must be handed to the pitch steward during the interval of the previous match.
- Team officials are responsible for getting their teams onto the field by the time shown on the draw (as amended by the Tournament Umpire during the course of the Tournament). Failure to field at least five players by the stipulated time will result in twenty eight points (four converted tries) for a walkover being awarded to the team which is ready to play. In the event that neither team is able to field at least five players by the stipulated time then the match will be abandoned with no points being awarded to either team. The Tournament Umpire is NOT allowed any discretion in this matter.
- For all matches other than the final of each section of the tournament, each team must provide one COMPETENT touch judge. Failure to do so will result in one of the team’s players having to perform this duty.
- In the final of each section of the tournament, all touch judges will be appointed by the TTRFU to assist the match official. Law 6B (6) will apply in respect of the reporting of foul play and misconduct to the referee during the match 5. Teams may substitute any of their seven starting players with the four other registered players as they wish, but only:
- during a stoppage in play;
- with the consent of the referee; and
- only through the pitch steward.
- Other than players and the referee, only medically trained persons may enter the playing area. Coaches may brief their teams at half time from the touch line but the interval will not be extended to allow such team talks to be completed. The coach may not enter the field of play or the players leave it without the consent of the referee.
- The duration of matches will be seven minutes each half with a one minute interval, except for the final of each section of the tournament which will be 10 minutes each way with a two minute interval.8. Unless stated otherwise in these rules, the standard set variations for the seven a side game will apply, except that all infringements at the kick off by the kicking team as specified below will result in a free kick at the center on the half way line awarded to the nonoffending team:
- Ball not reaching opponents 10 meter line unless first played by an opponent;
- Ball kicked directly into touch;
- Players of the kicker’s team in front of the ball when it is kicked;
- Ball kicked into the in goal, where it is immediately made dead by the non kicking team, or the ball becomes dead by crossing the touch in goal or dead ball lines.
- When a conversion is being taken, all players of the opposing side must stand on their own 10 meter line or behind their own goal line. Failure to do so shall not prevent the conversion from being taken, but an unsuccessful attempt may be retaken if the scoring team wishes to do so.
- If the scoring team elects to take a kick at goal after a try, it shall be a drop kick on a line through the place where the try was scored. For any penalty kick at goal, it must also be a drop kick on a line through the mark.
- Following a score, the team that scored will restart the match with a drop kick from the halfway line.
- In matches in the knock-out phases of the tournament, in the event of a match being drawn at the end of normal time, extra time will be played until a winner is determined. Extra time will be in periods of five minutes with no interval. The side that first kicked off will do so in the first period of extra time and subsequent kick offs will alternate between the two sides. The team that scores first in extra time wins the match.
4. Discipline
- A player can be temporarily sent off or “SIN BINNED” for an offence which is also contrary to Law 10. The offending player will be shown a yellow card by the referee, and will then proceed to occupy a chair provided in the vicinity of the pitch steward. The time in the “SIN BIN” will be two (2) minutes of playing time excluding the half-time break or breaks in play for the treatment of injured players, this period to be measured from the point when the player first sits in the chair provided. At the end of the two minute period the player shall not return to the field of play until invited to do so by the referee.
- Players and team officials should note that:
- There will be zero tolerance of “professional fouls” which will automatically result in the offending player being sent to the sin bin; and
- The sanction for dissent shall be at the discretion of the referee but may include the offending player being sent to the sin bin
- A player who has been sent to the sin bin three times either in one match or cumulatively in several matches will not be allowed to play in his team’s next match in the tournament or for another team in accordance with rule above. Moreover, such player will not be allowed to play in any subsequent match until the Disciplinary Committee has determined whether further sanctions should be imposed.
- A player sent off the field under Law 10 will not be allowed to play in his team’s next match in the tournament or in a match for another team in accordance with rule above. Moreover, such player shall not be allowed to play in any subsequent match until the Disciplinary Committee has determined whether further sanctions should be imposed. The referee shall submit a report to the Tournament Umpire.
- A player to whom either rule or above applies shall attend a meeting of the Disciplinary Committee convened as soon as practical to consider whether any further sanction should be applied in addition to exclusion from the next match in the tournament for which the player would otherwise have been eligible. The Disciplinary Committee shall consist of the Tournament Umpire, the President of Enthusiasts Rugby Club and a representative of the Trinidad & Tobago Rugby Football Referees Society. The Disciplinary Committee may take whatever evidence and make whatever enquiries it deems appropriate and may impose whatever further sanctions on the offending player it deems appropriate, including but not limited to exclusion from a specified number of further matches or exclusion from the remainder of the tournament.
- The decision of the Disciplinary Committee shall be final and thus not subject to appeal.
5. Tournament Structure
- The first round of both the men’s and women’s sections of the tournament will be played on a round robin basis with competing teams split into four groups of four in the case of men and two groups of four in the case of women. The top two teams in each group will proceed to the Main Section of the tournament in round 2 and the bottom two to the Bowl Section.
- The second round of the tournament will also be played on a round robin basis as follows.
- Both the Men’s Main Section and Men’s Bowl Section will consist of two groups of four teams each. The top two teams in each group will proceed to the semifinals of the relevant section of the tournament and the bottom two teams will be eliminated from the tournament and play no further matches.
- Both the Women’s Main Section and Women’s Bowl Section will consist of one group of four teams. The top two teams in each group will proceed to the final of the relevant section of the tournament and the bottom two teams will be eliminated from the tournament and play no further matches.
- In the round robin sections of the tournament, three points will be awarded for a win or walkover, one point for a draw, and none for a loss. If at the end of the pool matches two or more sides have the same number of points awarded to them, their ranking for the purposes of qualification for the next round of the tournament will be decided as follows.
- In order of the results of the games between them. If this is inconclusive then:
- In order of the number of converted tries scored in that round of the tournament. If this is inconclusive then:
- In order of the difference between points for and points conceded scored in that round of the tournament. If this is inconclusive then:
- By the drawing of lots or by the toss of a coin conducted by the Tournament Umpire.
- The semi-finals and final of each section of the tournament will be played on a knockout basis with the loser of each match being eliminated from the tournament.
